The visa process must be initiated in Tajikistan by the sponsoring agency or by the travel agent involved. Visas are not issued until an approval cable arrives from the Ministry of Foreign Affairs in Tajikistan to the Russian Embassy or Consulate. The same application form is used for both Russian and Tajikistan visas. The process is the same.
