Other documents used overseas by both the corporate sector and by
individuals must also be authenticated by the U.S. Department of State
and legalized by the Embassy of the country in which the documents will
be filed. These include:

Both the corporate sector and the individual must follow certain steps
before a document can be authenticated by the U.S. Department of State
and legalized by the Embassy. The document must be:

1. Signed before a notary public.
2. Certified by the clerk of court of the county in which the notary is commissioned, and
3. Certified by the Secretary of State of the State in which the document is executed.
Note: Item 2 may be omitted if the authority in item 3 will certify directly to the notary.

ADDITIONAL REQUIREMENTS:

State and Local Documents:


1. Certified originals.

2. Certified by the Secretary of State of the State in which the documents are recorded. The Secretary of State should be requested to certify to the officials signing the document under the impressed Seal of the State.

Federal Agency Documents: Must be certified under the official seal of the agency.

Animal Health Certificates: The certificate issued by the vet must be certified under the official Seal of the U.S. Department of Agriculture in the State in which the document originates.

ALL DOCUMENTS that are to be authenticated must comply with the following:

1. All seals and signatures must be originals.
2. All dates must follow in chronological order on the notary, clerk of court, and Secretary of State certifications.
3. All documents in a foreign language must be accompanied with a certified (notarized) English translation. Note: If a copy of a document is used, it must include the statement that it is a true and accurate copy.

SPECIAL NOTICE FOR THE APOSTILLE CERTIFICATE:

If your document is to be used in one of the countries that signed the 1961 Hague Convention Abolishing the Requirement of Legalization for Foreign Public Documents, it should be notarized, certified by the clerk of court, and then certified with the Apostille by the Secretary of State of the State in which it is being executed in. The document requires no authentication by the U.S. Department of State. It is ready to go directly to the country of use. This list changes periodically.
